The EIB, the European Union's bank, is seeking to recruit for its Projects Directorate (PJ) - Environment and Sustainable Territorial Development Department (ETD) - Agribusiness & Rural Development Division (AGRUDEV)at its headquarters in Luxembourg, a (Senior) Agro-industry Engineer. This is a full time position at grade 5/6.
The term of this contract will be 4 years.
Panel interviews are anticipated for September 2020.
The EIB offers fixed-term contracts of up to a maximum of 6 years, according to business needs, with a possibility to convert to a permanent contract, subject to organisational requirements and individual performance.
The (Senior) Agro-industry Engineer (internally referred to as (Senior) Sector Engineer) will work within multi-disciplinary teams on the preparation, appraisal and implementation of projects in accordance with EIB procedures, located mainly in the EU, but also in EU neighbourhood countries and other EIB countries of operation.
You will report to the Head of the Agro-industry and Rural Development Division and work closely with other professional staff of the Environment and Territorial Development (ETD) Department, as well as other PJ Departments and Bank staff as appropriate, especially those in the Bank’s Lending Directorates.
Projects would generally be in the following areas of activity: the wider primary sector value added chain (mainly agriculture/horticulture, agri-food production and processing, and other supporting industries), as well as the wider sector including RDI in/and transformation of biomass.
You would work across the whole project cycle, with a focus on appraisal, monitoring and completion, but also involvement in origination and structuring. Regular travel (generally short trips to project locations within and out of the EU) would be required.
Assess the technical and operational viability, environmental sustainability and permitting aspects, and socio-economic issues of Agri-Business projects and programmes in the countries in which the Bank operates
Contribute to the overall appraisal of investment proposals for Bank lending and monitor approved operations during the implementation stage, including through and supervision of external consultants
Contribute to sector studies, lending policy papers and other analyses related to the wider sector including rural development, agriculture, agro-food and biomass based industries, circular economy, environmental, and biodiversity issues and technology trends
Assist in the identification of new projects and appraisal/financing methods for private and/or public promoters
University degree, in a relevant Engineering discipline (e.g. agriculture, food processing or process Engineer), or other relevant field.
A minimum of 5 years of relevant experience in the planning/design, assessment, implementation/management or supervision of capital investment projects, preferably in private sector companies and/or consultancy;
Work experience in bio-based or food processing industry is a must;
Any of the following items would represent a distinct advantage:
A post graduate degree, such as an MBA would be an advantage
