Within the European Patent Office, the Employment Law Directorate and the Appeals Committee Secretariat are both recruiting qualified lawyers to support their business needs.
The Employment Law Directorate is part of the Principal Directorate Human Resources, which with a staff of around 200 aims to provide staff and management with prompt, personal and professional support. The role of the Employment Law Directorate is to give advice on employment law to Office management and personnel departments and to represent the EPO in internal appeals before the Appeals Committee and in complaints before the Administrative Tribunal of the International Labour Organization.
The Directorate Appeals Committee Secretariat has the task of supporting the Appeals Committee (ApC) in its operations. Among other duties it is responsible for registering and administering appeals, preparing hearings and internal deliberations and carrying out legal studies. It also manages the electronic tools available to support the work of Appeals Committee members. The Appeals Committee itself is an advisory administrative body which provides for a peer review of disputed decisions as part of the EPO's formal dispute settlement procedures.
Your main responsibilities as a lawyer in the Employment Law Directorate

Advising on implementation of the EPO's employment-related legal framework, and helping to develop that framework by drafting legal opinions, submissions and regulations Helping to settle internal and external disputes initiated by serving or former EPO staff, by preparing meetings, drafting legal opinions or submissions, and making oral pleadings
Providing legal advice on new policies, reforms and reform projects
Advising EPO management or statutory bodies on a range of strategic and operational questions whilst ensuring alignment with EPO rules and business objectives
Conducting proceedings under EPO employment-law rules, and preparing decisions

Providing legal support and expertise to various HR departments on:
- HR operations and allowances
- HR services to management and business areas
- Case management
Any other tasks and duties upon request, depending on business needs

Your main responsibilities as a lawyer in the Appeals Committee Secretariat
Supervising the registration of internal appeals
Advising on legal formalities arising with internal appeals
Legal studies on questions of international civil-service law; analysing national and international court judgments relevant to the EPO
Drafting documents for discussion by the Appeals Committee members
Drafting internal notes and opinions for the Appeals Committee
Correspondence with parties to appeal proceedings
Taking part in hearings and internal discussions (minute-writing)
Maintaining the Appeals Committee’s databases

What we expect from you
Ability to work effectively under pressure and to strict deadlines
Specialised knowledge in administrative international law, and knowledge of the fundamentals of private law, including employment law
Experience in drafting legal opinions and legislation
Advanced legal research, analysis and drafting skills
Ability to present clear, concise and persuasive arguments
A well-organised, systematic and results-oriented approach
An understanding of political and legislative processes

Your qualifications
Diploma of completed university studies at master's level or - in exceptional cases - equivalent professional experience
Excellent knowledge of one official language and ability to understand the other two
Citizenship of one of the member states of the European Patent Organisation

It is intended to hold the interviews in week 5, in Munich.
