Trainee- Projects Dictorate - Procurement Office EUROPEAN UNIONS BANK

The EIB, the European Union's bank, is seeking for its Projects Directorate - Procurement Office at its headquarters in Luxembourg:

INTERN

Duration: 5 months (fixed start date: 1st February 2017)

Objective of the traineeship
The objectives of the traineeship will be two-fold:
i/ To research on best procurement policies and practices and assist the procurement specialists in the conduct of consultations with various stakeholders for the revision of the EIB Guide to Procurement;
ii/ To assist the procurement specialists in carrying out comparative analyses of other MDBs procurement policies and practices in view of the upcoming joint co-financing agreements with such banks.

Responsibilities
Under the supervision of the procurement specialists, the trainee will:
i/ Contribute to the draft update of the EIB Guide to Procurement, conduct research on specific topics as needed, and draft notes and presentations to various stakeholder groups, assist in taking into account and tracking any comments received during the consultation;
ii/ Review the project procurement policies and regulations of other MDBs as requested; and prepare a comparative analysis report flagging the main issues to be addressed; assist in drafting joint co-financing agreements with the partner institutions.

The trainee will also assist PJ in other tasks, including the ex-post review of consistency in PJ appraisal reports, which will allow the trainee to become familiar with the EIB procurement policy and the EIB project cycle.

Academic qualifications and professional skills
Final year of studies or Master’s degree in an appropriate field, such as Engineering, Economics, Law, or Procurement;
Knowledge of EU Public Procurement Directives and public procurement procedures;
Familiarity with the work of International Financial Institution (IFIs)/Multilateral Development Banks (MDBs), in particular procurement rules and guidelines, would be an advantage;
Good to advanced knowledge of MS Office software, in particular Excel and Word.

Competencies
Ability to work and write in English and/or French; knowledge of another EU language would be an advantage;
Rigorous, organized, and interested in corporate organizational matters;
A team player, equally capable of assuming initiative and effectively managing own workload;
Good communication skills both oral and written.
